Establishes a PFAS Testing Grant Program administered by the Department of Health in collaboration with the University of Hawaii to provide funding for testing services and biological sampling to detect perfluoroalkyl and polyfluoroalkyl substances (PFAS or "forever chemicals") in water, soil, dust, crops, food, packaging, consumer products, and other materials.

Authorizes the Department of Health to award grants based on criteria to be developed by the department and to adopt rules to implement the program.

Requires grantees to use funds exclusively for program purposes, comply with all applicable federal and state non-discrimination laws, obtain insurance if requested, provide indemnification to the State, and make all records available to the Department of Health for compliance monitoring.

Prohibits grants from being used for entertainment or perquisites and requires all activities to comply with applicable federal, state, and county statutes and ordinances.

Appropriates an unspecified amount from general revenues for fiscal year 2024-2025 to fund the program and declares that the general fund expenditure ceiling will be exceeded, effective July 1, 2024.
