Requires the Department of Health to establish and operate a laboratory capable of testing for diseases, environmental toxins in air/water/soil/biological specimens, and conducting other high-complexity testing.

Laboratory must comply with all Clinical Laboratories Improvement Amendments of 1988 standards and accept samples from any person who reasonably believes a sample contains environmental toxins in violation of applicable law.

Department must provide complete analysis reports to the public no later than ten days after receipt of sample submissions.

Director of Finance is authorized to issue general obligation bonds for an unspecified amount to finance construction of the environmental toxins testing laboratory in fiscal year 2024-2025.

Department must submit a progress report to the legislature no later than thirty days prior to the 2025 regular session convening, with appropriations not lapsing until June 30, 2026.
