• Requires wastewater treatment plants to test sewage sludge and other residual materials intended for land application for the presence of perfluoroalkyl and polyfluoroalkyl substances (PFAS)

• Directs the Department of Health to adopt administrative rules for safe disposal and sequestration of sewage sludge and residual materials containing any amount of PFAS

• Prohibits permits from authorizing land application of PFAS-containing sewage sludge or residual materials on agricultural land, land with drainage tiles, land draining into state waters, or land in 500-year floodplains

• Adds PFAS management authority to the director's duties under Hawaii's water pollution control statutes and expands permit conditions to address PFAS-contaminated materials

• Takes effect upon approval
