Removes biomass from the definition of "renewable energy" under Hawaii's renewable portfolio standard (HRS 269-91).

Eliminates biomass crops, agricultural and animal residues, municipal solid waste, and other solid waste from qualifying as renewable energy sources.

Retains other renewable energy sources including wind, solar, hydroelectric, biogas, geothermal, ocean energy, biofuels, and hydrogen from renewable sources.

Takes effect upon approval.
