Amends the definition of "power-generating facility" in Hawaii Revised Statutes Section 343-2 to require environmental assessments for new combustion electricity-generating facilities (rather than only fossil-fueled facilities) with electrical output exceeding 5.0 megawatts.

Expands environmental assessment requirements to include new combustion facilities that were not in commercial operation as of January 1, 2024, but plan to operate commercially after that date.

Applies environmental assessment requirements to expansions of existing combustion electricity-generating facilities where the additional capacity being added exceeds 5.0 megawatts.

Establishes that combustion of any fuel type creates air pollution harmful to the natural environment and human health, extending protections beyond fossil fuel combustion alone.

Takes effect on July 1, 3000.
