Appropriates funds to the University of Hawaii Economic Research Organization to conduct a multiethnic cohort study on the health effects of the August 2023 Maui wildfires.

Directs funding for development and maintenance of a registry to assess long-term health, well-being, and community impacts on those affected by the wildfires.

Requires the University of Hawaii to seek matching or greater federal and community funding to supplement the state appropriation for the study and registry.

Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025 under Hawaii Revised Statutes sections 37-91 and 37-93.

Takes effect on July 1, 3000.
