Establishes a state YouthBuild program within the Department of Labor and Industrial Relations to assist nonprofit and public entities in applying for federal YouthBuild program grants.

Authorizes the department to award grants to eligible nonprofit or public entities that have received federal YouthBuild grants, with funds designated to meet the 25% matching funds requirement of the U.S. Department of Labor YouthBuild program.

Allows department grants to be matched through cash or in-kind contributions by the eligible nonprofit or public entity receiving the award.

Appropriates unspecified sums from general revenues for fiscal years 2023-2024 and 2024-2025 for both administrative costs and grant awards to eligible entities.
