Removes references to sugar and pineapple industries from Hawaii State Planning Act Section 226-7(a), replacing the objective of "Viability of Hawaii's sugar and pineapple industries" with "Growth and development of diversified agriculture throughout the State."

Eliminates the entire subsection (c) of Section 226-103 that contained priority guidelines specifically for promoting the continued viability of sugar and pineapple industries, including provisions for adequate agricultural lands and federal price support efforts.

Renames and renumbers the priority guidelines section for diversified agriculture and aquaculture from subsection (d) to subsection (c), making it the primary focus for agricultural economic development priorities.

Updates labor force quality guidelines in Section 226-103(a)(10)(A) to expand vocational training opportunities in "diversified agriculture, aquaculture, information industry" rather than focusing on traditional plantation crops.

Takes effect on June 30, 3000.
