Establishes the sustainable food systems working group within the Department of Agriculture to develop an interagency food systems plan linked to United Nations Sustainable Development Goals.

Working group comprises 23 members including legislators, state agency representatives, county officials, farmers, agricultural organizations, and community stakeholders, chaired by the chairperson of the board of agriculture.

Interagency food systems plan must address food as a human right, social equity and food justice, food system resilience, agricultural sustainability, circular economy principles, workforce development, and food governance; must incorporate county food access plans.

Working group shall submit the completed plan and implementation recommendations, including any proposed legislation, to the legislature no later than 20 days before the 2025 regular session convening.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 to establish the working group, coordinate stakeholder meetings, develop the plan, and create sustainability specialist position(s) in the Department of Agriculture; working group dissolves June 30, 2025.
