Establishes a Foreign Agriculture Small Equipment Pilot Program at a University of Hawaii community college selected by the University of Hawaii, to be administered by the Department of Agriculture in collaboration with the University of Hawaii.

Authorizes the pilot program to identify and purchase foreign agricultural technology, including small equipment tractors, and retrofit engines to comply with United States Environmental Protection Agency emission standards for small engines.

Appropriates funds out of general revenues for fiscal years 2023-2024 and 2024-2025 to establish and operate the pilot program (specific dollar amount not filled in).

Requires the Department of Agriculture to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2024.

Takes effect on July 1, 3000 (effective date appears to contain a typographical error).
