• Eliminates monetary restitution requirements for school vandalism cases, replacing with community service option; prohibits monetary restitution in juvenile justice proceedings generally.

• Exempts minors from paying assessment and treatment costs for alcohol/drug counseling and eliminates court reimbursement demands for detention and care costs.
