Requires each county in Hawaii to establish compensation rates for members of qualifying county boards, commissions, authorities, and committees by a specified deadline.

Compensation for newly appointed board members must be set at either the federal board member per diem rate or a specified hourly rate, whichever results in higher daily pay.

Excludes advisory boards and county councils from compensation requirements; applies only to boards with supervisory, control, jurisdiction, or oversight powers that conduct meetings and take official actions.

Requires county mayors to submit compliance reports to the legislature no later than twenty days before the 2024 regular session convenes.

Appropriates unspecified amounts from state general revenues to Honolulu, Hawaii, Maui, and Kauai counties for fiscal years 2023-2024 and 2024-2025 to fund the state's share of board member compensation costs.
