Prohibits individuals and businesses from distributing, selling, or providing straws composed in full or in part of plastic, effective January 1, 2024.

Establishes fines of $100 to $500 for each violation of the plastic straw prohibition.

Allows businesses to provide single-use plastic straws upon request to individuals with medical or physical conditions unsuitable for non-plastic alternatives.

Defines "business" as any commercial enterprise operating in Hawaii and "plastic" as polymeric organic compounds and additives that can be shaped by flow.

Exempts the law from conflicting with the Americans with Disabilities Act, the Disabled Persons Act, and other applicable disability rights laws.
