Amends Section 78-13, Hawaii Revised Statutes to change the payroll schedule for public officers and employees from after-the-fact payroll to predicted payroll, effective August 4, 2023.

Establishes pay days on the 15th and last day of every month under the predicted payroll system, with adjustments to the immediately preceding weekday if those dates fall on state holidays, Saturdays, or Sundays.

Removes the requirement that the payroll conversion be subject to negotiation under Chapter 89, making it non-negotiable.

Takes effect June 30, 3000.
