Establishes employer contributions to the Hawaii employer-union health benefits trust fund as a fixed percentage of health benefits plan or life insurance plan premiums, eliminating dollar-amount specifications from collective bargaining agreements.

Removes contributions to the Hawaii employer-union health benefits trust fund from the scope of collective bargaining negotiations by amending sections 89-2 and 89-9.

Eliminates the special arbitration procedures for resolving disputes over health benefits trust fund contribution amounts that previously allowed parties to submit recommendations to the legislature.

Applies to public sector collective bargaining agreements negotiated and executed on or after the bill's effective date of June 30, 3000.

Makes conforming changes to collective bargaining statute definitions and scope provisions to reflect that employer contribution amounts are no longer subject to negotiation.
