H.B. 338 Summary

• Authorizes the director of finance to issue special number plates commemorating Olympic gold medalist surfer Carissa Kainani Moore to Hawaii residents who apply and pay required fees.

• Requires the director of finance of Honolulu, in consultation with other county directors, police chiefs, and the Moore Aloha Charitable Foundation executive director, to establish a special number plate design that identifies Carissa Kainani Moore and meets standard size and visibility requirements.

• Prohibits the plate design from infringing on intellectual property rights, containing obscene images, advertising products, promoting religious beliefs, or promoting philosophies based on prejudice.

• Charges a special number plate fee covering the county's costs plus a fundraising fee determined by the director of finance in consultation with Moore Aloha Charitable Foundation; allows an additional renewal fee.

• Deposits revenue from fundraising fees into a separate county account for Moore Aloha Charitable Foundation to fund programs promoting gender equity and developing world-class water athletes; director may revoke all plates if fewer than 150 are issued within three years.
