Amends Section 103-8.5, Hawaii Revised Statutes, to modify the Works of Art Special Fund by removing renovation projects from eligible capital improvement appropriations.

The one percent transfer requirement for the Works of Art Special Fund shall apply only to capital improvement appropriations designated for construction of state buildings, not renovations.

Maintains exemptions for the passenger facility charge special fund established by section 261-5.5 and the rental motor vehicle customer facility charge special fund established under section 261-5.6 from the one percent transfer requirement.

Takes effect on July 1, 2023.
