Establishes April 27 of each year as "Brother Joseph Dutton Day" in Hawaii to honor Ira Barnes Dutton (1843-1931), a Civil War veteran who devoted his life to caring for leprosy patients at Kalaupapa.

Designates the day to commemorate Dutton's arrival in Hawaii in July 1886, where he assisted Father Damien and later managed the Baldwin Home for Boys for leprosy victims until his death on March 26, 1931.

Specifies that Brother Joseph Dutton Day is not and shall not be construed to be a state holiday.

Adds a new section to Chapter 8 of the Hawaii Revised Statutes codifying the designation.

Takes effect on June 30, 2050.
