HB 346 Summary

• Require all new state building construction beginning July 1, 2023 to design parking areas so that at least 25% of parking stalls are electric vehicle charger-ready, where feasible and cost-effective.

• Define "electric vehicle charger-ready" as having sufficient wiring, conduits, raceways, and electrical panel capacity to support Level 2 charging stations with a minimum of 40-ampere, 208 or 240-volt branch circuits.

• Direct the Hawaii State Energy Office to survey existing state facilities with parking and identify 4-10 high-priority facilities for electric vehicle charging retrofits, with a report due to the legislature no later than 20 days before the 2024 regular session.

• Establish a state goal to retrofit existing state facilities to be electric vehicle charger-ready.

• Appropriate unspecified general revenue funds to the Department of Accounting and General Services for fiscal years 2023-2024 and 2024-2025 to conduct cost assessments and install electric vehicle charging systems at identified high-priority state facilities.
