Requires owners of multiple parking facilities within the same county to aggregate electric vehicle charging system requirements within that county, preventing aggregation across county lines.

Mandates that parking spaces equipped with electric vehicle charging systems that are required to be accessible must remain accessible when aggregated across multiple facilities.

Applies to places of public accommodation with at least 100 parking spaces, which must have at least one parking space equipped with an electric vehicle charging system.

Maintains existing prohibitions on non-charging vehicles parking in designated electric vehicle charging spaces and allows owners to charge fees for using charging systems.

Takes effect June 30, 3000.
