Appropriates general revenue funds to the Department of Land and Natural Resources for fiscal years 2023-2024 and 2024-2025 to continue the Green Jobs Youth Corps program (specific dollar amount not filled in the bill text).

Authorizes the department and its partners to obtain and utilize federal or other outside funding to match the state appropriated funds for the green jobs youth corps.

Establishes the purpose of addressing youth unemployment and supporting Hawaii's goals in economic diversification, environmental management, and energy self-sufficiency through workforce development in sustainability-related professions.

References prior legislation including Act 181 (Session Laws of Hawaii 2021) which designated DLNR to administer the program and Act 33 (Session Laws of Hawaii 2022) which amended program requirements and provided additional funding.
