• Amends the definition of "broadband infrastructure" in section 206R-1 to specify it means fiber optic cable, copper cable, coaxial cable, and wireless media including satellite communications and microwave access, rather than cross-referencing section 440J-1.

• Amends the definition of "broadband service" in section 206R-1 to describe it as an always-on service with computer processing, information provision, and computing interactivity enabling internet access at FCC-established minimum speeds, excluding wireless network infrastructure over licensed spectrum.

• Updates section 356D-11.5 to reference the revised broadband definitions in section 206R-1 instead of section 440J-1.

• Modifies section 481-9.5 to remove telecommunications providers under chapter 440J from exemptions while maintaining cable operators under chapter 440G remain exempt from certain regulations.

• Repeals chapter 440J, HRS, relating to telecommunications and cable industry information reporting requirements for broadband service providers, effective June 30, 3000.
