Reclassifies the human resources development special fund of the department of human resources development as a revolving fund, pursuant to auditor's report no. 22-12.

Changes the fund's classification from "special fund" to "revolving fund" in Section 26-5, Hawaii Revised Statutes.

Fund consists of revenues from entrepreneurial efforts, participant fees for in-service training, legislative appropriations, gifts, grants, and awards.

Authorizes fund use for supporting the department's entrepreneurial initiatives and training activities, administrative costs, and other purposes deemed necessary by the director.

Takes effect on June 30, 3000.
