Amends Act 187, Session Laws of Hawaii 2013 by removing the June 30, 2023 cutoff date that previously limited the use of condominium education trust fund monies for mediation and binding arbitration purposes.

Allows unexpended condominium education trust fund amounts to be permanently redirected to educational purposes as defined in Hawaii Revised Statutes section 514B-71(a)(1), (2), and (3), rather than reverting after the June 30, 2023 deadline.

Removes the sunset provision from Act 196, Session Laws of Hawaii 2018, making the fund reallocation provisions indefinite going forward.

Takes effect June 30, 3000 for most provisions, with section 1 effective June 29, 2023.
