Expands the Hawaii Promise Program to include undergraduate students enrolled at four-year University of Hawaii campuses, in addition to existing community college eligibility.

Eligible four-year campus students must qualify for Hawaii resident tuition, complete FAFSA annually, maintain satisfactory academic progress, be enrolled in a classified degree program with 12 or more credits per semester, and have unmet direct costs.

Scholarships award the difference between a student's unmet direct costs and available aid from Pell Grants and other scholarships, distributed on a greatest-need basis within available funding.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 to establish and implement the expanded program (specific dollar amount left blank in bill).

Requires the University of Hawaii to submit annual reports to the legislature detailing the number of scholarships provided under the program.
