HB 406 Summary

• Requires the Department of Health and Oahu Regional Health Care System to develop a strategic plan for utilization of all Oahu Regional Health Care System facilities and report to the legislature by 20 days before the 2024 regular session.

• Extends the deadline for assimilating the Daniel K. Akaka State Veterans Home from the Department of Defense to the Oahu Regional Health Care System from June 30, 2023 to June 30, 2024.

• Requires the Oahu Regional Health Care System and Department of Defense to jointly report to the legislature by 20 days before the 2024 regular session on progress regarding construction of the Daniel K. Akaka State Veterans Home and hiring of an operator.

• Appropriates funds for a capital improvement project to construct a transitional treatment and housing facility on the Leahi Hospital campus, conditioned on dollar-for-dollar matching funds from the City and County of Honolulu.

• Appropriation funds shall not lapse at end of fiscal year but any unencumbered moneys shall lapse on June 30, 2025; Act takes effect June 30, 2050.
