Requires the University of Hawaii Board of Regents to allow all Hawaii high school graduates to qualify for resident tuition rates at University of Hawaii campuses.

Adds a new criterion allowing students who have graduated from a public or private high school in Hawaii to qualify for resident tuition, in addition to existing residency requirements.

Designed to address Hawaii's "brain drain" by encouraging high school graduates, particularly high-achieving students, to attend college in Hawaii rather than on the mainland.

Takes effect on July 1, 2023.
