Adds new subsection (g) to Hawaii Revised Statutes section 46-4 prohibiting counties from adopting ordinances that restrict housing density on state lands within 0.5 miles of an elevated mass transit station.

Makes technical corrections to section 46-4 by replacing bracketed language with updated phrasing regarding zoning powers and nonconforming use amortization procedures.

Clarifies that zoning regulations must apply to all counties uniformly and that residential single-family or duplex uses cannot be subject to amortization or phasing out as nonconforming uses.

Takes effect upon approval of the Governor.
