Exempts off-grid residential photovoltaic systems installed on rooftops from county permitting requirements if they comply with all other applicable state and county building and zoning codes.

Limits state and county liability for claims arising from exempt off-grid photovoltaic installations to cases involving gross negligence or intentional misconduct.

Prohibits off-grid residential photovoltaic systems receiving an exemption under this section from ever being connected to the Hawaii electric system during their entire operation.

Defines "off-grid residential photovoltaic energy generating system" as rooftop-mounted solar electricity-generating equipment that converts solar energy for residential use and is not connected to the Hawaii electric system.

Takes effect on June 30, 3000.
