H.B. 460 - Social Media on Government-Issued Devices

• Prohibits state government employees from downloading or using TikTok or any ByteDance-owned application on state-issued devices and state-funded internet networks by December 31, 2023.

• Defines "covered application" as TikTok or any application or service developed or provided by ByteDance Limited or its subsidiaries.

• Directs the Director of the Office of Enterprise Technology Services, in consultation with the Chief Information Officer, to develop guidelines and standards for removing covered applications from all state government branches.

• Includes exceptions for law enforcement activities, national security interests, and security research, with agencies required to document risk mitigation actions for any authorized use.

• Takes effect upon approval with a severability clause protecting remaining provisions if any section is found invalid.
