Establishes a five-year magnet school pilot program within the Department of Education beginning with the 2024-2025 school year at Wai'āhole and Kā'a'awa elementary schools.

Incorporates specialized agricultural curriculum at Wai'āhole Elementary School and "mauka to makai" watershed curriculum at Kā'a'awa Elementary School as part of the pilot program.

Requires each magnet school location to employ a minimum of one full-time counselor, one full-time vice principal, one full-time media specialist, and one full-time topical specialist.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 to support 8.0 full-time equivalent (FTE) positions across both schools (2.0 FTE counselors, 2.0 FTE vice principals, 2.0 FTE media specialists, and 2.0 FTE topical specialists).

Department of Education must submit findings and recommendations to the legislature no later than twenty days before the 2029 regular session, with the pilot program terminating at the end of the 2028-2029 school year.
