• Establishes a special number plate fee covering the county's costs plus a fundraising fee determined by the Director of Finance in consultation with the museum director, with fees collected on both initial issuance and renewal.

• Directs the fundraising fee revenue to be deposited in a separate account for the Honolulu Museum of Art, with the Director of Finance determining the most efficient means of transferring the funds.

• Authorizes revocation of all special plates if fewer than 150 motor vehicle owners obtain them within three years of initial issuance, and updates related statutes (sections 249-9.2, 249-9.5, 249-9.6, and 249-9.7) to reference the new plate authorization.
