Requires the University of Hawaii to provide menstrual products free of charge to all students on any University of Hawaii campus, including community colleges.

Defines "menstrual products" to include disposable menstrual pads and tampons.

Establishes that period poverty disproportionately affects menstruating students, low-income households, persons experiencing homelessness, nonbinary and transgender individuals, and those with justice system involvement.

Notes that studies show students missing school and classes due to lack of access to menstrual products, with free product distribution programs demonstrating reductions in absences and embarrassment barriers.
