• Requires the Duke Kahanamoku trademark owner (Malama Pono, Inc.) to provide explicit permission for trademark use and all proceeds to benefit the Outrigger Duke Kahanamoku Foundation.

• Establishes design requirements for special plates including words or images recognizing Duke Kahanamoku, similar shape and size to standard plates, and no obstruction of required information.

• Charges a special number plate fee covering county costs plus a fundraising fee determined by the director of finance in consultation with the Outrigger Duke Kahanamoku Foundation; renewal may include an additional fundraising fee.

• Directs fundraising fee revenue to the Outrigger Duke Kahanamoku Foundation to fund water safety and swim education programs; allows revocation if fewer than 150 plates are issued within three years.
