Establishes a two-year infant and toddler child care contracted slots pilot program to be implemented by the Department of Human Services no later than six months after the effective date.

Requires the pilot program to provide at least 100 contracted child care slots in licensed infant and toddler centers and registered family child care homes, with at least one slot on each of the islands of Hawaii, Kauai, Maui, Molokai, and Oahu.

Mandates that child care provider contracts last a minimum of two years and allows the department to contract with a service provider to operate the pilot program.

Requires annual reports to the legislature in 2024, 2025, and 2026, plus a final report in 2027 on program impacts to provider stability, family satisfaction, and proposed legislation.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to support the pilot program, which sunsets on June 30, 2026.
