Authorizes producers to sell raw milk and raw milk products directly to consumers for human consumption, subject to board of agriculture rules, limited to farms with no more than 10 milk-bearing cows.

Requires the board of agriculture to adopt rules by July 1, 2024 governing raw milk sales, including safety standards and labeling requirements similar to other states.

Mandates all raw milk and raw milk product containers display "RAW MILK," "RAW MILK PRODUCT," or "CONTAINS RAW MILK PRODUCTS" labels plus a warning statement "Contains pathogens that may be unsafe to consume."

Authorizes sale of raw goat milk for pet consumption, with the department of health required to adopt rules by July 1, 2024 establishing safety and labeling standards; containers must be labeled "RAW GOAT MILK" with warning "Contains pathogens that may be unsafe for human consumption."

Decriminalizes direct sales of raw milk and raw milk products complying with the new provisions, removing violations from existing milk licensing and penalty requirements.
