Removes the governor's authority to suspend electronic media transmission during a state of emergency declared under Hawaii Revised Statutes Section 127A-14.

Removes the mayor's authority to suspend electronic media transmission during a local state of emergency.

Amends Section 127A-13(a)(6) and Section 127A-13(b)(3) to delete language permitting suspension of electronic media transmission "to the extent permitted by or under federal law."

Legislature finds that broad authority to suspend electronic media transmission could restrain lawful free speech and publication, potentially violating the First Amendment of the United States Constitution.

Takes effect on March 22, 2075.
