Amends Section 26-34 of Hawaii Revised Statutes to clarify the duration of holdover membership on state boards and commissions.

Establishes that holdover members whose terms have expired may not serve beyond the end of the second regular legislative session following their term's expiration.

States that this holdover limitation takes precedence over all conflicting statutes concerning holdover members.

Takes effect upon approval.
