Requires the Fuel Tank Advisory Committee to hold no fewer than one regular meeting in each quarter of a calendar year.

Maintains the committee's mandate to study issues related to leaks from field-constructed underground fuel storage tanks at Red Hill Bulk Fuel Storage Facility, Kuahua Peninsula, Pacific Missile Range Facility Barking Sands, Hickam Pol Annex, and Schofield Barracks Military Reservation.

Directs the committee to consider effects of fuel tank leaks on health and drinking water, response strategies, communication improvements between federal military branches and state/local authorities, groundwater test results, implications of facility shutdowns, and progress toward intergovernmental agreements.

Appropriates an unspecified sum from general revenues for fiscal years 2023-2024 and 2024-2025 to the Department of Health for contractor support to enable additional committee meetings.

Takes effect July 1, 2050.
