Prohibits retailers from selling, offering for sale, or possessing flavored tobacco products beginning January 1, 2024, including products with menthol, mint, fruit, candy, dessert, and spice flavors.

Prohibits mislabeling or marketing e-liquid products containing nicotine as nicotine-free.

Establishes fines of $100 to $1,000 per violation for retailers in violation, with each day of violation constituting a separate offense.

Authorizes the Department of Health to appoint or contract inspectors to enforce the law and adopt administrative rules by June 30, 2024.

Establishes 2.0 FTE program specialist positions and 1.0 FTE hearings officer position within the Department of Health and appropriates funds for enforcement and implementation.
