Converts the human trafficking victim services fund to a human trafficking reparations fund to provide direct financial assistance to survivors of labor and sex trafficking.

Transfers administration of the fund from the Department of Labor and Industrial Relations to the Department of Human Services.

Establishes mandatory fees on individuals convicted of trafficking-related offenses under Hawaii Revised Statutes chapters 707 and 712, ranging from $250 for petty misdemeanors to $5,000 for class A felonies.

Requires the Department of Human Services to establish a process for trafficking victims to request financial assistance for housing, healthcare, mental health services, childcare, education, transportation, and direct cash payments.

Requires the Department of Human Services to submit annual reports to the legislature on fund receipts, expenditures, and recommendations for improving victim support services.
