HB 559 Summary

• Expands Hawaii coffee labeling requirements to include ready-to-drink coffee beverages and inner package/wrapping labels, in addition to roasted and instant coffee.

• Requires disclosure on labels of coffee blends showing the geographic origin, regional origin, and percentage by weight of each coffee used in descending order.

• Prohibits use of "All Hawaiian" term on coffee products unless produced entirely from green coffee beans grown and processed in Hawaii.

• Mandates that geographic origins in labeling or advertising must be accompanied by disclosure of the percentage of coffee by weight from that origin, with minimum 10% threshold to use a geographic origin name.

• Requires roasters and manufacturers to maintain records for two years on volume, geographic origin, and regional origin of all coffees purchased, sold, and used.
