Amends Hawaii Revised Statutes Section 166-11 to allow the Department of Agriculture to extend agricultural park leases for an additional 30 years if the remaining lease term is 15 years or less.

Extension eligibility requires that the leased land be 25 acres or less, located in a county with a population less than 500,000, and in active agricultural production as determined by the department.

Defines "active agricultural production" as either deriving the major portion of annual income from livestock, poultry, crops, or products grown on the land, or fully utilizing the premises for production of crops or products for which the lease was granted.

Exempts lessees from the active agricultural production requirement if failure to meet it results from mental or physical disability or loss of a spouse.

Takes effect upon approval.
