Amends Section 92-2.5 of Hawaii Revised Statutes to clarify that informational meetings or presentations on official board business must be open to the public.

Exempts county council members from the limitation on the number of members that may attend informational meetings, allowing any number of county council members to attend (notwithstanding the normal quorum restriction).

Permits board members attending informational meetings to participate in discussions, including among themselves, provided no commitment relating to a vote is made or sought.

Requires board members to report their attendance and matters discussed at the next duly noticed board meeting.

Takes effect upon approval.
