Mandates that proposed rules and amendments be displayed in Ramseyer format, showing repeals in brackets and strike-through and new material underscored, with citations to affected existing rules.

Requires full text of proposed rules to be made available in digitally accessible and searchable format on the lieutenant governor's website.

Applies the same Ramseyer format and digital accessibility requirements to adopted, amended, or repealed rules filed with the lieutenant governor.

Takes effect on June 30, 3000.
