Prohibits operation of gasoline-powered leaf blowers at any time in urban land use districts designated pursuant to section 205-2.

Restricts non-gasoline-powered leaf blowers to 8:00 a.m. to 6:00 p.m. on regular days and 9:00 a.m. to 6:00 p.m. on Sundays and state/federal holidays within residential zones or within 100 feet of residential zones in urban areas.

Increases fines to $100 for first violation, $250 for second violation, and $500 for each subsequent violation; provides for forfeiture of gasoline-powered leaf blowers upon third violation of the gasoline-powered prohibition.

Removes exemption previously granted to government entities and their agents from leaf blower restrictions.

Allows counties to adopt more restrictive rules or ordinances on leaf blower use, with the more restrictive requirement applying in cases of conflict.
