Requires the State of Hawaii plant and animal declaration form to include an environmental and agricultural affirmation where signatories acknowledge their responsibility to respect and protect the State's environmental and agricultural resources and agree to abide by all state and federal laws protecting endangered plants, animals, and ecosystems.

Mandates that all documentation passengers, officers, and crew members must complete to enter the State include the environmental and agricultural affirmation, except for documentation solely related to dangerous communicable diseases.

Directs the Department of Agriculture, in consultation with the Department of Business, Economic Development, and Tourism, to revise the plant and animal declaration form to include the affirmation no later than April 22, 2024.

Addresses concerns about visitor harassment of protected marine life, particularly Hawaiian green sea turtles (honu) and Hawaiian monk seals (īlioholoikauaua), by promoting environmental awareness among in-bound travelers.
