Amends the definition of "electronic device" under the Electronic Device Recycling and Recovery Act to clarify which devices are covered under the law.

Adds floor-standing printers or printers with optional floor stands to the list of devices excluded from the definition of "electronic device."

Maintains existing exclusions for devices that are part of motor vehicles, industrial/medical equipment, household appliances, telephones, and global positioning systems.

Effective date is July 1, 3000.
