Adds new section 584 to Hawaii Revised Statutes establishing exemption from mediation in contested paternity proceedings where domestic abuse is alleged if the party alleging abuse does not wish to participate.

Requires mediators to screen for domestic abuse and prohibits engagement in mediation when domestic abuse is alleged unless the alleged victim authorizes it, the mediator is trained in domestic abuse, and the victim may have a support person present.

Prohibits courts from requiring mediation in paternity proceedings if a temporary restraining order or protective order is in effect and the party alleging domestic abuse objects.

Allows courts to order mediation in paternity proceedings with domestic abuse allegations but no protective order only if the alleged victim consents, mediator is trained, and victim can have support person present.

Amends section 580-41.5 to replace "family violence" and "spousal abuse" terminology with "domestic abuse" in divorce proceedings mediation provisions, applying the same protections to divorce cases.
