HB 667 - Nurse Licensure Compact

• Authorizes Hawaii's Governor to enter into the Nurse Licensure Compact with other party states, allowing nurses licensed in their home state to practice in all participating states under a multistate licensure privilege.

• Establishes requirements for obtaining a multistate license, including successful completion of NCLEX-RN or NCLEX-PN examination, criminal background check via fingerprinting, and absence of felony convictions or nursing-related misdemeanors.

• Creates the Interstate Commission of Nurse Licensure Compact Administrators composed of one administrator (head of state licensing board or designee) from each party state to oversee compact implementation, with authority to adopt uniform rules and resolve disputes.

• Requires party states to participate in a coordinated licensure information system for reporting adverse actions, disciplinary history, investigations, and alternative program participation to facilitate information sharing among states.

• Specifies that nurses must comply with the state practice laws of the state where patient care is provided, and allows remote states to take adverse action against a nurse's multistate licensure privilege while only the home state can take action against the license itself.
